Referring to your Despatch No. 304 of 13th. October, I have the honour to inform you that in view of the fact that there is no precedent for granting of a gratuity to the widow or children of deceased constables, (with the exception of the recent case of Police Constable. Conlan which was exceptional), and looking to the fact that Police Constable Shepherd was not on the married roll of the Police Force, and had not exceptional- -ly long service, I have decided in Council that the application on behalf of his widow cannot be entertained.
